21. During the afternoon of the previous day a police report was received in Hong Kong to the effect that a Japanese seaplane carrier had anchored in what appeared to be territorial waters, and was operating her aircraft. „A Destroyer was sent to investigate, but by the time the arrived in the area the carrier had left.
22. If the police estimation was correct the Japanese violated territorial waters, but as it was impossible under the circumstances to substantiate the exact position of the ship, no further action in the matter could then be taken.
23. It is interesting to note that the position of the ship was estimated to be within territorial waters but outside the leased waters of the Colony.
